When Cho joined in 2017, he was given a mandate to establish a new legal function that could support NSW Treasury – the central NSW government agency that manages the states’ $300b+ balance sheet. One of his main achievements over the past 12 months as general counsel has been to finalise the establishment of the Office of General Counsel (OGC) and implement a number of strategic initiatives to change the legal culture within treasury, adopt a customer-centric legal service approach and run a legal education series to improve the reputation of the OGC. Besides this, he has also acted as the key legal advisor to the government in its continuing strategy of balance sheet reform; organised an innovative fund to support delivery of over 3,000 dwellings for vulnerable families; and presented at a number of public seminars in NSW and Queensland on the topic of ‘Beyond Profits: Public Value vs Private Value’.
